ARA Filed Comments to EPA on Risk Management Program Revisions

Jul 14 2021

ARA filed comments to the U.S. Environmental Protection Agency (EPA) with proposed revisions to the Risk Management Program (RMP) in order to promote better emergency planning and public information sharing about accidents while resulting in significant cost savings for RMP-regulated facilities.

This comment period was directed under the Executive Order for Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis.

In the comments, ARA's Richard Gupton expresses concern that additional unnecessary regulations may be imposed similar to earlier proposals during the Obama administration that will create a significant increase in compliance costs on the ag industry and potentially making sensitive security information available to the public without any significant safety improvements.

ARA calls on EPA and other federal agencies such as the Occupational Safety and Health Administration (OSHA) to work with industry groups on increased compliance assistance and updating regulations in a more targeted way that will address known issues such as the storage and handling requirements for anhydrous ammonia and ammonium nitrate through a formal rulemaking process.
