Ag retailers work diligently to keep their employees, farmer customers, and communities safe by complying with strict environmental, health, safety and security regulations when storing, handling or transporting fertilizer products.

ARA Position

  • Oppose legislative or regulatory proposals that include inherently safer technology (IST) mandates, citizen enforcement provisions, or weakening of federal preemption.
  • Maintain active participation in the Chemical Sector Coordinating Council.
  • Work with DHS, Congress, NFPA, and industry on practical ammonium nitrate registration and IED precursor regulations.
  • Work with DHS, FBI, and others on security and cybersecurity concerns related to e-commerce sales of crop inputs.
  • Engage in CFATS rulemaking and reauthorization processes.
  • Promote education and training on the storage and security of anhydrous ammonia.
  • Partner with the DHS and FBI to prevent illegal misuse of fertilizer products while ensuring access for growers.
  • Continue education and guidance on safe handling, storage, and distribution of fertilizer products through ResponsibleAg.
